In addition to ‘balanced and sustainable development of the national territory’, the Government Action Programme (PAG) aims to ‘improve the living environment and well-being of all Beninese by promoting inclusive and sustainable development, based on safe cities’. Benin is currently facing a number of crucial environmental issues, including flooding, untreated solid and liquid waste, and air pollution. These could compromise the efforts made in recent years to promote urban development.
The aim of the Climate Change Adaptation Programme for Cities (PAVICC) is to improve the living environment and resilience of Benin’s territories and populations by taking account of the risks associated with climate change in urban planning. The project aims to stimulate and support this process in four local authorities that are particularly vulnerable to anthropogenic pressures and subject to flooding and erosion: Cotonou, Sèmè-Kpodji, Comé and Bohicon.
PAVICC is structured around four components:
- urban planning,
- resilient urban investments,
- building local and national capacities,
- implementation and monitoring of the programme.
The programme is expected to directly benefit around 120,000 people.
